HR Business Partner / Senior HR Advisor to lead an HR Casual Workforce Project in Dorset
Were seeking an experienced HR Business Partner / Senior HR Advisor to undertake an HR project about the Casual Workforce within an organisation in Dorset.
Interim contract starting in November through to end of March 2026 via Hays.

Overview:
Our client is embarking on a strategic review of its casual workforce model, which currently has a high number of casual workers across a diverse range of departments and services. In light of evolving employment legislation and best practice, the organisation is seeking an experienced HR Business Partner / Senior HR Advisor to lead a project-based review of casual worker engagement, risk exposure, future workforce planning and recommendations.
Key Objectives:
- Conduct a comprehensive review of current casual worker contracts and usage across departments.
- Analyse workforce data to identify trends, inconsistencies, and potential legal or operational risks.
- Engage with senior stakeholders across key service areas to understand operational needs and current engagement models.
- Evaluate the compliance and appropriateness of casual arrangements in light of employment law changes.
- Develop and present clear, evidence-based recommendations for alternative engagement models (e.g. fixed-term, bank staff, agency, or permanent solutions).
- Support the organisation in designing and implementing improved workforce engagement strategies that are sustainable, compliant, and aligned with service delivery needs.
Ideal Candidate Profile:
- Proven experience in HR Business Partnering or Senior HR Advisory roles within complex, unionised, public sector or similar environments.
- Strong understanding of employment legislation, particularly around casual, zero-hours, and contingent workforce arrangements.
- Demonstrated ability to analyse HR data, identify risks, and translate findings into actionable insights.
- Confident communicator with the ability to influence and engage senior stakeholders across multiple departments.
- Experience in project-based HR work, ideally involving workforce reviews, restructures, or contract audits.
