HMO Licensing and Enforcement Officer required on a temporary contract basis by a public body in Belfast
Your new company
The services of Hays have been retained by our client, a large public body based in Belfast, to recruit an HMO Licensing and Enforcement Officer on a temporary contract basis for an initial period of 3 months with the possibility of further extension.
Your new role
You will be responsible for carrying out a range of duties relating to the licensing and enforcement of the Houses in Multiple Occupation (HMO) Licensing Scheme, which will include:
Undertaking inspections, surveys, site visits, interviews and research work in relation to any of the service’s statutory enforcement roles when delivering the HMO licensing and enforcement scheme.
Undertaking validation of all assigned applications in a timely manner, ensuring that relevant information and appropriate fees are provided in accordance with the licensing framework.
Maintaining a detailed technical knowledge and understanding of all relevant legislation relating to the Houses in Multiple Occupation (Northern Ireland) Act 2016, including HMO subordinate legislation, codes of practice, guidance, and the standard licensing conditions to ensure the section's effectiveness in carrying out its functions.
Assisting with the monitoring and actioning of complaints relating to anti-social behaviour (ASB) and environmental quality matters linked to licensed HMO premises to ensure the HMO owner is adhering to their obligations in this regard and to prepare reports and provide evidence in circumstances where it may be necessary to take necessary enforcement action.
What you'll need to succeed
To be considered for this position, you should possess:
A third level qualification in a relevant discipline with at least one year’s experience of:
Legislative enforcement and application, including the administration of documentation for enforcement action.
The investigation of complaints and carrying out appropriate remedial action.
If you do not possess a relevant third level qualification, you should be or be able to demonstrate at least two years’ experience in the above areas.
You will also need to have a full, current driving licence and a car available for business use.
What you'll get in return
This position offers an immediate start and the opportunity to work with a large public body on a temporary contract basis. You will be paid via Hays on a weekly basis for all hours worked.
