Drive strategic change at scale - lead a major transformation programme in a high-impact public sector org

Your new company

This is an exciting opportunity to join a large, complex public sector organisation undergoing a significant transformation journey. With a strong commitment to innovation, service improvement, and strategic development, the organisation is driving forward a multi-year programme aimed at reshaping its operations and delivering enhanced outcomes for the communities it serves. You’ll be joining a forward-thinking leadership team that values collaboration, continuous improvement, and impactful change.

Your new role

As Head of Strategic Transformation, you will lead the delivery of a major transformation programme aligned to the organisation’s strategic goals. You’ll be responsible for overseeing the implementation of a multi-year change strategy, managing complex projects from inception to benefits realisation, and ensuring robust governance and stakeholder engagement throughout.

You will work closely with senior leaders, external partners, and cross-functional teams to develop business cases, manage resources, and embed change management practices. This role also involves leading the development of the annual corporate plan, ensuring alignment with long-term strategic objectives, and driving innovation across service delivery.

Key responsibilities include:

  • Leading transformation programmes using PRINCE2 or equivalent methodologies.

  • Managing project teams, budgets, and timelines to deliver measurable outcomes.

  • Engaging stakeholders across the organisation and wider system to support change.

  • Overseeing governance, risk management, and quality assurance processes.

  • Driving strategic planning, performance tracking, and benefits realisation.

What you'll need to succeed

  • A degree or equivalent professional qualification and at least 3 years’ senior management experience in a large, complex organisation focused on continuous improvement. Alternatively, 5+ years’ senior management experience will be considered.

  • Proven experience in managing complex transformation programmes and projects.

  • PRINCE2 certification or equivalent project management qualification.

  • Strong leadership and influencing skills, with a track record of delivering strategic change.

  • Excellent communication and stakeholder engagement abilities.

  • A full UK driving licence and access to transport (reasonable adjustments will be made for applicants with disabilities).

    Desirable:

  • MSP or equivalent programme management qualification.

  • Knowledge of emerging trends and innovations in public sector service delivery.

What you'll get in return

You’ll be offered a competitive salary aligned to Band 8B, along with access to a comprehensive benefits package including a pension scheme, generous annual leave, and professional development opportunities. You’ll be part of a dynamic leadership team where your expertise will shape the future of service delivery and make a meaningful impact across the organisation.

This is a career-defining opportunity for a strategic leader passionate about transformation and innovation.
