About the role
We’re seeking a senior operator to lead flood risk management and drainage functions for a large, complex public sector organisation. You’ll own statutory duties under the Flood and Water Management Act 2010, set service standards, lead relationships with the Environment Agency and water companies, and advise senior officers and elected Members on high‑profile, politically sensitive issues.

Key responsibilities
- Lead flood risk and drainage services, including asset management and statutory compliance under the F\&WM Act 2010.
- Act as professional lead on flood risk policy and standards; set and monitor KPIs; ensure value for money through contracts and frameworks.
- Manage partnerships (Environment Agency, internal/external providers); engage confidently with Members and the public.
- Provide resilient response arrangements for flood events; oversee emergency planning/business continuity; manage and develop the flood risk team.
Essential experience
- Senior leadership of flood risk and/or drainage operations within a local authority or equivalent large public sector body — with direct accountability.
- In‑depth knowledge of the Flood and Water Management Act 2010; proven collaboration with the Environment Agency and water companies.
- Track record of delivery through contracts and service providers; asset and performance management; budget responsibility; confident Member/public engagement.
