Your new company

Hays is proud to partner with a market-leading infrastructure consultancy now delivering a landmark infrastructure programme across Ireland. As part of this exciting growth phase, we’re seeking Cost Managers at multiple levels—from intermediate to senior—to join a high-performing team shaping the future of Irish infrastructure.

Your new role

This is a hybrid position offering flexibility and variety:
  • 2 days in Newtownabbey
  • 1 day in Dublin
  • 2 days working from home
Roles will vary depending on experience. You'll support or lead on key commercial management activities under NEC4 contracts, supporting the strategic delivery of high-value infrastructure projects.

What You'll Be Doing:

Intermediate-level responsibilities include:
  • Supporting day-to-day commercial delivery across project phases
  • Contract administration, including valuations, forecasting and reporting
  • Preparing cost plans, estimates and risk-adjusted cost advice
  • Assisting with tender evaluations and commercial governance
  • Supporting improvements to cost management systems and templates
Senior-level responsibilities include:
  • Leading commercial strategy and governance for major road or infrastructure projects
  • Overseeing contract compliance and performance monitoring
  • Providing expert NEC contractual advice and financial reporting
  • Managing high-performing teams and embedding commercial best practices
  • Advising clients at governance gateways and public audit levels

What you'll need to succeed

We’re hiring across three tiers of experience:
  • Tier 1: 15+ years
  • Tier 2: 10+ years
  • Tier 3: 5+ years
You’ll need a degree in Quantity Surveying (or equivalent), strong leadership and stakeholder engagement skills, and a proven ability to manage cost and risk across complex infrastructure projects. NEC contract knowledge is essential.

Successful candidates will demonstrate:
  • A proven track record of managing large-scale, complex construction or infrastructure projects, ideally in a regulated environment using NEC contracts
  • Strong commercial management experience including cost estimation, pricing, procurement, tender evaluations, and financial reporting
  • Proficiency in developing cost plans and estimates for public sector business case approval, governance reviews, and audit scrutiny
  • A confident ability to manage technical outputs, contract administration, and compliance throughout the project lifecycle
  • Excellent stakeholder engagement and negotiation skills, with the ability to influence and drive outcomes at all levels
  • Experience of preparing cost advice for risk and opportunity registers, option appraisals, and financial reporting
  • Familiarity with contract documentation, bespoke NEC4 terms, and preparation of bills of quantities or schedules of rates
  • Exceptional attention to detail and ability to deliver high-quality work while managing client expectations and deadlines
  • A collaborative mindset with the ability to lead high-performing teams, manage resources and performance, and promote best practice
  • Strong working knowledge of MS Office Suite and project tools, paired with confident communication—both written and verbal
  • A proactive approach to identifying opportunities to improve processes, systems, and client service quality

What you'll get in return

  • Competitive salary tailored to experience
  • Six-monthly salary reviews and opportunities for fast-track promotion
  • Annual bonus, travel allowance and hybrid working
  • Exposure to career-defining infrastructure projects and a clear path for progression
