HR Change Programme OD&D Specialist – Contingent Labour

About The Role:
Role Requirements
  • Lead the Organisational Design & Governance workstream, one of four workstreams within the HR Change Programme, responsible for setting strategic direction, parameters, and core design decisions for HR’s Target Operating Model
  • Work closely with the Head of HR Programme, HR senior leaders, the wider HR function, and stakeholders to shape and co-design HR’s future operating model.
  • Design, plan, and facilitate sessions with HR leaders to explore, test, and agree future-state design, using appropriate and inclusive design methodologies and offering a good level of constructive challenge.
  • Develop and maintain a clear mapping of interim states, including one requiring implementation by March 2026.
  • Translate complex design concepts into practical language and approaches, enabling the creation of outputs and decision-making artefacts at pace.
  • Capture and document design outputs, decisions, and actions to support programme delivery and governance
  • Support change readiness and transition planning for interim states
  • Work collaboratively with the Head of Programme, other Workstream Leads, other OD&D Consultants and colleagues across HR to ensure alignment across workstreams and with other programmes where dependencies exist
  • Act as a programme advocate, supporting communication and engagement across HR and with wider stakeholders

About The Candidate (specialist skills & requirements):
Essential Criteria
  • Recognised OD&D qualification and/or significant experience in leading and delivering Target Operating Model work, ideally within HR, shared services, or similar functions
  • Experience working in or with public sector/government environments (experience desirable but not essential)
  • Proven ability to shape, plan, and drive forward work independently and at pace.
  • Strong facilitation skills, with experience engaging and constructively challenging senior leaders in design and decision-making
  • Ability to translate complex design concepts into practical design and delivery approaches
  • Experience in mapping interim states and planning for staged implementation
  • Comfortable working in ambiguity and within the structure of a pre-existing programme, including meeting deadlines and delivering to agreed milestones
  • Strong collaboration skills, with the ability to work across teams and functions
  • Excellent written and verbal communication skills, with the ability to produce clear, engaging outputs and updates
  • Familiarity with programme and project delivery environments, including governance and milestone tracking.
