Built Asset Manager - Forestry England

£48,765 – £51,000
Forest of Dean (3 days in office Hybrid Working)

The Built Asset Manager is a leadership role within West Forest District, responsible for leading the built estate function and shaping the strategic direction of asset management across the district’s diverse property portfolio. This role is focused on direct line management, strategic planning and governance, ensuring that the built estate is:
  • Safe, compliant and well-managed
  • Financially sustainable and prioritised effectively
  • Aligned to organisational objectives, including Net Zero and environmental sustainability
Operating at a district-wide level, the successful candidate will lead a multidisciplinary team and play a key role in developing long-term asset strategies, policies and investment plans, supporting both current operational needs and future organisational priorities.

Key Responsibilities:

Leadership & Team Management
  • Provide direct line management to the built estate team, including surveyors, project delivery and support staff
  • Lead and develop a high-performing, professional team, setting clear objectives and expectations.
  • Take ownership of team structure, recruitment, capability development and performance management
  • Foster a culture of accountability, continuous improvement and strong service delivery
  • Act as a senior leader within the district, contributing to wider management and organisational priorities.
Strategic Asset Management
  • Lead the development and delivery of a district-wide Built Asset Strategy, aligning property assets with operational and organisational objectives
  • Translate asset condition, risk and service requirements into prioritised, deliverable investment plans
  • Oversee lifecycle planning, ensuring a proactive, long-term approach to asset management
  • Provide strategic input into business planning, funding bids and future investment pipelines
  • Ensure the asset base supports visitor services, operational teams and commercial activity effectively
Policy, Governance & Assurance
  • Develop, implement and continuously improve property and asset management policies, standards and procedures
  • Establish and maintain robust governance and assurance frameworks covering risk, compliance and reporting
  • Ensure clear accountability for compliance obligations across the team
  • Provide professional advice to senior management on estate-related risk, policy and strategic decisions
  • Align district-level policies with national frameworks and best practice
Compliance & Risk Management (Strategic Oversight)
  • Ensure systems, processes and reporting mechanisms are in place to maintain compliance across all statutory areas
  • Provide assurance that the estate meets regulatory requirements including health & safety, fire, asbestos and environmental standards
  • Oversee risk identification and mitigation at a strategic level rather than direct operational delivery
Financial Planning & Investment
  • Lead the planning and management of annual and medium-term asset investment programmes
  • Set budgets informed by asset condition data, risk and organisational priorities
  • Ensure effective financial control, forecasting and value for money
  • Work closely with finance and project leads to align delivery with funding availability and strategic priorities.
Sustainability & Net Zero
  • Embed sustainability and Net Zero considerations into asset strategy and decision-making
  • Drive initiatives that improve environmental performance across the estate
  • Ensure asset planning reflects long-term environmental and carbon reduction targets
Stakeholder Engagement
  • Build effective relationships with internal teams, national functions and external partners
  • Act as the professional lead for built assets within the district.
  • Influence decision-making across services to ensure effective use and development of property assets

Skills, Knowledge & Experience
Essential
  • Demonstrable experience in a senior estates, property or asset management leadership role
  • Proven ability to lead, manage and develop multidisciplinary teams (critical requirement)
  • Experience developing and delivering strategic asset management plans
  • Strong understanding of governance, policy development and compliance frameworks
  • Experience managing budgets, investment programmes and prioritisation decisions
  • Ability to influence and engage effectively with senior stakeholders
  • Strong organisational, leadership and communication skills
Desirable
  • Experience operating within the public sector or complex stakeholder environments
  • Knowledge of heritage, rural or mixed-use estates
  • Experience embedding sustainability or Net Zero strategies within property portfolios
Qualifications
A relevant professional qualification or membership such as:
MRICS, MCIOB, IWFM, CMgr/CMI or ILM Level 5-7 Leadership & Management
