Hays Facilities Management are recruiting for an experienced Building Services Manager with a strong Mechanical/HVAC background to join a highly regulated and technically complex estate in Salisbury.
This position is strictly suited to candidates from a Mechanical Building Services, HVAC, Ventilation or Estates Engineering background. Candidates with purely Electrical or Automotive/Vehicle maintenance experience will not be considered.
This is a site-based leadership role where you will be responsible for managing mechanical compliance, maintenance delivery, engineering performance and statutory obligations across critical infrastructure. The successful candidate will lead both directly employed engineers and specialist subcontractors while ensuring all maintenance activities are delivered safely, efficiently and in accordance with industry regulations.
Key Responsibilities
- Lead the delivery of planned and reactive mechanical maintenance activities.
- Manage HVAC, ventilation, pressure systems, steam, water systems, compressed air and associated mechanical plant.
- Ensure statutory compliance across all mechanical building services assets.
- Supervise and coordinate engineering teams, contractors and specialist service providers.
- Review risk assessments, method statements, permits to work and contractor controls.
- Oversee CAFM systems, asset records, maintenance documentation and life cycle planning.
- Support project delivery, refurbishments and new asset installations.
- Act as the technical lead for mechanical engineering compliance and governance.
- Liaise with internal stakeholders, supply chain partners, auditors and technical specialists.
- Drive engineering standards, safety culture and continuous improvement initiatives.
- Participate in an on-call rota when required.
Essential Requirements
- Mechanical Building Services qualification such as NVQ Level 3, City & Guilds Level 3 or equivalent in Mechanical Engineering, HVAC, Plumbing & Heating or Building Services Engineering.
- Proven experience managing mechanical maintenance within a commercial, healthcare, defence, industrial or highly regulated environment.

- CDM Regulations
- Experience with leading engineers and subcontractors.
- Strong understanding of safe systems of work and statutory compliance.
- Full UK Driving Licence.
Highly Desirable
- HTM Ventilation qualification/ticket.
- NHS Estates or Healthcare Facilities Management experience.
- Authorised Person (AP) or Qualified Supervisor experience.
- Gas Safe, F-Gas or OFTEC qualifications.
- Experience working within a hospital, laboratory, defence or other critical environments.
- Security-cleared environment experience.
