Overview

A leading public sector research institute is seeking to appoint a Benefits Manager to support a nationally significant programme focused on innovation and infrastructure development. The programme is now entering its implementation phase, and the organisation is looking for someone who can bring benefits planning to life – someone who understands how government operates, knows the language used across departments, and can confidently navigate public sector environments.

Duties and responsibilities

  • Develop the benefits management strategy for the programme
  • Develop and own the benefits realisation plan, actively managing its development as it responds to changes in the external environment.
  • Establish effective mechanisms for the tracking and reporting of benefits throughout the lifecycle of the programme
  • Oversee engagement with stakeholders to ensure that benefits are identified, understood and owned. Work proactively with stakeholders to maximise benefits
  • Support work to develop and update the benefits elements of the business case, working with other specialisms as needed
  • Provide assurance to the SRO that the benefits can be achieved and plans are realistic.
  • Act as an ambassador for benefits across the programme, embedding benefits realisation into its delivery.

Skills and experience required

  • Strong understanding of UK government structures, programme governance, and public sector decision-making
  • Proven experience in benefits management within central government, ALBs, or large-scale public programmes
  • Skilled in developing benefits strategies and realisation plans aligned with HM Treasury guidance (e.g. Green Book, Five Case Model)
  • Familiarity with business case development (SOC, OBC, FBC) and cross-functional collaboration
  • Confident working with senior stakeholders including SROs, programme boards, and delivery teams
  • Comfortable using benefits registers, dashboards, and reporting tools
  • Excellent communication skills, with the ability to translate technical benefits into clear, outcome-focused narratives
  • Experience working in or alongside PMOs, policy teams, and delivery functions
  • Knowledge of relevant frameworks and methodologies such as: Managing Successful Programmes (MSP); APMG Benefits Management Certification; PRINCE2 / Agile; Green Book / Business Case Development
