A County Council is seeking an experienced Property Compliance Manager

We’re currently supporting a Surrey-based Borough Council with the appointment of an experienced Legionella & Asbestos Engineer to join their Property & Compliance team. This is an excellent opportunity for a technical specialist to deliver essential statutory compliance services across a diverse public‑sector property portfolio.Your new role
Working as part of the Compliance Team, you will be responsible for ensuring the council meets its legal duties relating to Legionella management and Asbestos control across housing, corporate buildings, leisure sites and community assets.This is a hands-on role requiring strong technical knowledge, robust reporting skills and the ability to liaise confidently with contractors, stakeholders and internal teams.
- Conduct Legionella risk assessments, audits, sampling and monitoring in line with ACOP L8 & HSG274
- Carry out asbestos re-inspections, surveys (depending on qualification) and compliance checks to ensure adherence to CAR 2012
- Review and validate contractor reports, RAMS and remedial recommendations
- Update and maintain compliance records, asset registers and logbooks
- Provide technical support to the council’s Property Services and Health & Safety teams
- Advise on remedial works, control measures and best‑practice compliance strategy
- Ensure all works are undertaken safely and in accordance with statutory requirements
What you'll need to succeed
Strong track record in both Legionella and Asbestos compliance (public sector experience preferred)
Solid understanding of CAR 2012, H&S at Work Act, ACOP L8 & HSG274
Confident report writing and audit capability
Ability to interpret surveys, sampling results, contractor recommendations and data logs
Comfortable working independently across multiple sites with diverse risk profiles
Must have UK Public Sector Experience
