️ About the Project

Hays are supporting a local council on an exciting new 2‑year Bus Reform Project. This major transformation programme is exploring the transition of bus services back under council control through a future Bus Franchise model.

This work will involve extensive process mapping, service definition, SME engagement and pre‑market preparation. Pre‑market engagement is expected to begin in April.
We are seeking three experienced Business Analysts to play a pivotal role in shaping and delivering this work.

The Role

As a Business Analyst on this programme, you will:

  • Work alongside Subject-Matter Experts (SMEs) to map end‑to‑end processes required to "stand up" a fully operational Bus Franchise.
  • Support the development of a Service Catalogue, defining key functional pillars and operational requirements.
  • Analyse current and future state processes to enable smooth transition of bus services into council governance.
  • Contribute to discovery, requirements gathering, business case development and stakeholder engagement.
  • Work in an agile, collaborative environment as part of a multidisciplinary project team.
  • Help shape approach and readiness for the pre‑market engagement phase starting April.

Candidate Requirements

We are looking for Business Analysts with:

  • Strong experience in end‑to‑end process mapping and business analysis.
  • Experience working on large‑scale transformation, operational change or public sector programmes.
  • Excellent stakeholder engagement abilities, particularly with SMEs.
  • Strong analytical and documentation skills.
  • Ability to interpret operational needs and translate them into structured business requirements.
Preferred Experience:
  • At least one of the roles requires a Business Analyst with a Customer Experience (CX) background.
  • Previous exposure to service design, service catalogues or customer journey mapping will be an advantage.
