Lincolnshire is fortunate to be one of four pathfinders exploring new opportunities for improved two-tier working. We have a strong partnership working ethos across all district and county leaders and chief executives. This has culminated in the launch on the 1st April 2008 of two shared services, procurement and legal services.
The Legal Services Lincolnshire is a genuinely innovative shared service unlike any other in two-tier Local Government. Working on a philosophy that ‘together we are stronger’, we have combined a critical mass of legal talent in the County to create greater career opportunities for our staff whilst ensuring that our partners’ legal needs are exceeded through a highly qualified and motivated in-house team rather than more expensive private sector firms.
This Partnership provides a model for other shared services locally, regionally and nationally. Working within Legal Services Lincolnshire, you have the opportunity to shape and develop the service, raise the profile of the service, extend the client base and make an impression on the local government community.

Welcome from Nigel Howells, Chief Executive, East Lindsey District Council
As a Chief Executive of one of the District Councils in Lincolnshire and a Lawyer in a former life, I have taken a great interest in this project from the start. My role is as a champion of Legal Services Lincolnshire at chief executive level, providing a customer perspective and challenge.
One of the reasons I’m so passionate about this project is that I recognised the difficulties many of the councils in Lincolnshire were having in recruiting and retaining suitably qualified staff. This led to large amounts of work being sent to the private sector not because the in-house teams lacked the skills and experience, but because they lacked the time. It was clear to me that there was an opportunity to reduce costs and increase capacity through Lincolnshire’s already strong partnership working framework.
Inherently in-house legal teams should be able to provide a better service – not only in terms of cost and quality but also because they should understand the client needs better and be more accessible. Whichever way you looked at it, it was win-win all round – better for clients, better for staff and better for the public.
