A very experienced government policy adviser and PRINCE2 project management professional with seven years working on higher education policy and programmes in the former Department for Business, Innovation and Skills (BIS). More recently he has had nearly three years project and operational management experience working in the former Department of Energy and Climate Change (DECC); with the Quality Assurance Agency for Higher Education; and in the Department of Transport (DfT).
Currently working under contract to the newly formed Department for Business, Energy and Industrial Strategy (BEIS), he is helping manage contract arrangements for three public sector targeted energy efficiency work-streams. His work includes: production of a grant offer letter extension by engaging with Local Partnerships, senior BEIS officials and the Department for Environment, Food and Rural Affairs (DEFRA); drafting and agreeing a governance MOU on contract support arrangements between BEIS and DEFRA for a built environment research company; and providing project management support for a multi-million pound public sector capital loans scheme.
Highlights and achievements of his BIS work included: managing the gateway process for degree awarding powers and university title, resulting in a thirty per cent rise in the number of UK degree awarding bodies, including newly created universities, during his tenure; the design, build and population of the Government's recognised UK degrees website; and working closely with the former Serious Organised Crime Agency (SOCA – now the National Crime Agency) on the successful completion of a two-year project to disrupt the activity of bogus education providers, working alongside the Home Office, Trading Standards, and higher education representative bodies.
Highlights of his DECC work include the successful winding up of the national Renewable Heat Premium Payments (RHPP) scheme, including day-to-day contract management of the scheme's key supplier – the Energy Saving Trust.
DfT highlights include the successful management of the risk register and RAID logs for the eighty-strong Strategic Roads, Economics and Statistics Directorate, whilst simultaneously managing the work output of three members of staff on the Directorate's correspondence during the much publicised 'Operation Stack' in Kent.
He is now seeking a fulfilling project manager / project support or other operational role in central government, the wider public sector, the university sector or with arms length / representative bodies in these sectors.
